[6704] Local Development and Self-Government

Course Content

1) INTRODUCTION TO LOCAL ECONOMIC DEVELOPMENT: Levels of economic development, economic development at a local scale, the multiparametric nature and specificities of local economic development, differential dynamics in local development, key determinants.
2) GLOBALIZATION: The opportunities and pressures of globalization at the local level, globalization and the system of local societies (conceptual analysis "between" and "within" local societies), global flows (trade, economic flows, labor migration, logistics chains), differential development of local societies in the context of globalization, global networks of cities and regions, effects on local economic development from participation and exclusion in global economic networks.
3) GLOBALIZATION: Modeling global economic systems in graphs (networks/spatial networks), the concept of modularity, network partitioning into communities with the modularity optimization algorithm, relationship between local societies and modularity communities.
4) ADMINISTRATIVE DECENTRALIZATION AND LOCAL DEVELOPMENT: The concept of administrative decentralization, its necessity, transfer of responsibilities and resources, agencies and actors of administrative decentralization, local self-government bodies, administrative decentralization and local governance, the role of local authorities in local economic development.
5) COMPETITIVENESS: Conceptual approach, competitiveness factors, the spatial dimension (geography) of competitiveness, the conceptual transformation of competitiveness in history, the concept of innovation, innovation and competitiveness, competitiveness and participation in economic networks.
6) ENTREPRENEURSHIP: Definition and conceptual approach, entrepreneurship and local economic development, the relationship of entrepreneurship with space, the role of small businesses in local development, entrepreneurship and productivity, entrepreneurship and the type of businesses, policies to stimulate entrepreneurship, intrinsic characteristics of local societies and policies to stimulate entrepreneurship, gender and entrepreneurship.
7) SUPPLY, ECONOMIC CONCENTRATIONS AND LOCAL DEVELOPMENT: Definitions, types of economic concentrations and economic clusters, complementarity and specialization, creativity, innovation and development of economic clusters, economic concentrations and supply networks.
8) LOCAL ECONOMIC DEVELOPMENT STRATEGIES: Directions of local economic development, exogenous (development from above) and endogenous local economic development (development from below), state and local economic development, local society, businesses, organizations and local economic development, shadow economy and local economic development development, case studies.
9) INTRODUCTION TO THE LOCAL STATE: The historical evolution of the institution of local self-government, the theoretical framework of organization and operation of local self-government, modern theories of local self-government, local self-government in the European Union, the historical development and waves of reforms of local self-government in Greece .
10) LOCAL GOVERNMENT IN GREECE - INSTITUTIONAL FRAMEWORK: The institutional framework for the organization and operation of local government in Greece, administrative divisions, the responsibilities of local government in Greece, the Kapodistrias and Kallikratis programs in Greece.
11) LOCAL GOVERNMENT IN GREECE - OPERATIONAL FRAMEWORK: The financing and supervision of local government functions in Greece, the administration and development planning of local government bodies in Greece, the provision of services to Greek local government.
12) ELECTRONIC GOVERNANCE IN LOCAL GOVERNMENT: E-governance, modern local government service delivery models, innovation and local government, the new local government, design of innovative e-government services, interface with planning and decision-making, e-government, transparency and accountability in OTA.
13) QUANTITATIVE METHODS IN LOCAL DEVELOPMENT AND SELF-GOVERNMENT: The sciences of statistics, spatial statistics and economics in local development, methods of presenting quantitative and categorical data, measures of descriptive statistics, spatial units at the local scale, formation of statistical variables, economic indicators, time series, quantitative methods of evaluating local development and self-government policies.

Learning results

After completing the course, it is expected that students will be able to:

To understand the fundamental concepts of local development and the components that shape the concept of local government.

To know the key economic forces that interact at the local level, to understand the causes of inequalities at the local scale and their spatial relationships, to understand how space affects the dynamics for local development and how local societies participate in economic networks.

To understand the extension of the use of the concepts and tools of microeconomic analysis in spatial matters, to know indicators and quantitative methods of measuring local development, inequalities and interactions.

To know how development is created and strengthened at local level, the role of local actors and local government organizations and the effect of different development policies and incentives on local development

To know the different relationships that can be created between local spatial units and the process by which local development contributes to the development of other units.

After completing the course:

Students will be able to understand, have opinions and analyze real economic phenomena related to space, spatial units, development and inequality at the local level.

They will have developed their critical skills to analyze local development and convergence policies and recognize the policies and mechanisms that create competitiveness at the local level.

They will have the ability to apply methods of evaluating local government policies related to local development.

They will be able to refer to reliable sources of statistical data and quantitatively study the interactions, inequalities, economic and social convergence/divergence of local societies with different criteria.
