Directorate of Finance

Mission and Purpose
The Financial Directorate has as its main operational objective the safeguarding of the smooth, effective, and lawful management of the Institution’s financial resources. It ensures the proper execution of the approved budget, giving priority to the implementation of the strategic goals set by the Institution’s governing bodies.

The Financial Directorate is structured into Departments and Offices.


Department A – Budget, Fiscal Reports and Expenditures

The Department consists of:

  • Budget and Fiscal Reports Office
  • Expenditures Office

Main Responsibilities

  • Preparation of the annual budget.
  • Submission of the budget and financial statements to the Ministry of Education and/or the Court of Audit.
  • Periodic monitoring of the budget’s execution and recommendation of amendments.
  • Completion of the medium-term (five-year) financial plan and submission for approval.
  • Preparation and submission of balance sheets, financial statements, and reports.
  • Preparation and submission of tax returns and tax-related data.
  • Initiation of expenditure commitments and registration of all undertaken obligations.
  • Maintenance of the Commitments Register.
  • Monitoring all types of institutional revenues and issuance of receipts.
  • Registration and payment of financial warrants.
  • Collection and submission of all documents/justifications required for ex-post auditing.
  • Verification and clearance of all institutional expenses.
  • Maintenance of accounting books and records.
  • Issuance of prepayment warrants for academic and administrative staff.
  • Payroll and compensation clearance through the Single Payment Authority.
  • Remittance of withholdings and taxes due to the State.
  • Submission of monthly tax withholding statements.
  • Issuance of tax withholding certificates.

Department B – Procurement and Property Management

Main Responsibilities

  • Selection and management of procurement procedures for goods and services.
  • Oversight of tendering procedures.
  • Collection and submission of all required documents to the Court of Audit for pre-contractual review.
  • Monitoring and management of pre-contractual appeals in collaboration with the Legal Service.
  • Management of procedures for the receipt and distribution of goods and services not covered by a special receiving committee.
  • Collection and submission of supporting documents for expenditure clearance and issuance of payment warrants.
  • Maintenance of records of assignments, agreements, insurance contracts, and guarantee letters.
  • Support and monitoring of the implementation of the procurement program and compliance with contract terms.
  • Monitoring publication of calls for proposals and submission of procurement proposals within co-funded programs and the Operational Development Program (EDP).
  • Management of procedures for leasing and renting the Institution’s properties.
  • Maintenance and updating of property identity files (owned and leased).
  • Maintenance and updating of files on leased and rented properties and insurance contracts.

Department C – Payroll

Main Responsibilities

  • Calculation of payroll and processing of salary changes for all staff of the Institution.
  • Maintenance of physical and electronic payroll records.
  • Clearance and remittance of contributions to third parties and the State.
  • Submission of financial data to competent authorities.
  • Issuance of certificates, attestations, and copies related to staff payroll.
  • Recording of pensionable earnings and insurance contributions and submission to the General Accounting Office of the State.
